Annan hands over the names |

The BBC is reporting that Kofi Annan has handed the names of key suspects involved in the post-election violence to the prosecutor at the International Criminal Court. Mr. Annan has also, it is reported, handed over the supporting material mentioned in the Waki report.
It's unclear what implications this has for the recent agreement to set up a local Tribunal within the year; indeed, it's unclear how Annan's action is connected to the recent meeting between several Kenya government representatives and Luis Moreno-Ocampo. That it is connected is clear: In a statement from Geneva, Mr Annan said he welcomed Kenya's efforts to establish a special tribunal, but added that "any judicial mechanism adopted to bring the perpetrators of the post-election violence to justice must meet international legal standards and be broadly debated with all sectors of the Kenyan society in order to bring credibility to the process". The Daily Nation reports that the International Commission of Jurists has announced that the Kenyan government has until September 30th to set up a tribunal that would try the perpetrators of the PEV (2008 post election violence). There has been a misunderstanding about the agreement between ICC prosecutor Moreno-Ocampo and the Kenyan delegation that the government has 12 months to set up the tribunal but that is not the case, ICJ chairman Wilfred Nderitu.
