We continue to love the idea, at least the state does, our brothers south of the border it seems do not. East Africa Minister Amason Kingi just out of a Zanzibar conference quoted saying the Tanzanians are asking the other states to slow down in unification efforts. The Customs Union was supposed to have morphed by year end into a full common market, with equal rights for migration, property purchases, etc.
Dar is opposed particularly to the idea of ids that give regional access; still the treaty is such that there can be no progress without unanimous approval. This may not be so hard, as there is now an increasing feeling that the united republic may leave the each. January should see a meeting at which the treaty is amended, and Kenya, Uganda, Rwanda and Burundi persist in their efforts. Among other goodies, Tanzania would stand to lose all that it has gained from having the EAC headquarters in Arusha, the parliament, the court of appeal, etc. unlikely though that this blessing should fall on Kenya.
This is not to say that the other states do not particularly fear the effect of Kenyans crossing into their job and lending markets. Last weekend on MNET's Eye on Africa with Daniel, there was a Ugandan minister who said her government kept getting resistance from industry in her country, resistance against the progress of the unification effort. Kampala persisted she said because the long term benefits of the larger market, competition and opportunities would far outweigh any effect of the terror of entrepreneurial Kenyans.
