Break-through in Kenyan Peace Talks PDF Print E-mail

The Kenyan government and key opposition leaders, ODM, have reached a breakthrough. Updated.

According to news reports, former UN Secretray General Kofi Annan will be holding a press conference shortly to highlight the specifics of the "breakthrough" in peace talks between the government and ODM.

In a press conference Annan has said that warring parties have agreed to come to a political solution to end the current crisis in Kenya. Annan continued to say that the details of this agreement will be made public next week. Annan has also advised President Kibaki to convene parliament as soon as possible.

Former Tanzanian president, Benjamin Mkapa, who is part of the mediation team headed by Annan, has called onto members of parliament to meet with members of the mediation team on both sides.

In other news reports, William Ruto has held a press conference where he has said that an agreement has been made to have a joint government between the government and the opposition.

Kenya's Internal Security Minister, George Saitoti, has lifted the ban on public rallies. According to a story published by the Associated Press, Saitoti made this decision following "improved security." Saitoti called on legislators to hold meetings that would promote peace and reconcilliation.

its an "agreement of principles" code for "in theory we've agreed to do something, how we do it in practice is another altogether". GoK doesn't want Ruto in a coalition as an example or even Kosgey. Lets wait for the details-perhaps not until next week.

I am watching KTN they have not confirmed your points but according to them parliament has been recalled on Tuesday 12th February 2007.Also they said political settlement is way forward.It look the deal would be announced next as both team have reached solution to Kenyan crisis.
Annan has suggested that Parliament convene on Tuesday. Ed.

No Breakthrough

I think Kenyans don't know how to read between the lines. PNU sees this mediation as one aimed at dealing with violence. ODM see this as mediation over the elections.

Kibaki has said that only the courts can sort that issue out. The so called breakthrough is affirming the need for a political solution. What's so new about that. If ODM accepts the remaining cabinet positions what was all the rioting about. Kibaki still rules until 2012..

If you ask me this is the hope before the total collapse of the talks. Once Bush flies out of Tanzania next week the talks will collapse

This preserve is as arrogant as PNU's claim of legitimacy. Culpability is not restricted to Ruto as PNU would have you believe, assuming that he is in the first place. Some would also argue a GNU or whatever they call it that includes Kenyatta, Michuki & Karua is just an illusion.

Either way, little else has come out to suggest the impasse has reached a deadlock, so lets wait.

I think the best thing for ODM and PNU to do is negotiate the introduction of a new constitution that devolves executive power to the people but not a prime minister through distinct district governments.
This would happen by having a transitional government in place.
Provincial boundaries should be abolished coz they promote tribalism.Also local government and the provincial administration should be abolished.
These district would have a district assembly made up of representatives from district wards.(sort of like a bigger municipality with powers to manage it's own resources)
Further, the district, would have a district council (cabinet) that would hold the executive powers of the district government.This council will be responsible for recruitment of the district civil servants,tendering process,land transactions,collection of cess tax and many more.
The central government would only be left to manage national resources including VAT,excise duty and income tax et.c
To make the presidency less contentious, the president should be hired and fired by the members of the national and district assemblies.

And no, please do not rush to label me an ODMer or a Raila-zombie. You know nothing of my political affiliations. This will probably be deleted, so I guess it is a message to you, Mr. Ed.
