Rwanda excels as Advocate for Women's Rights

Imagine my delight when I read about Rwanda's election of Mukantabama Rose as its first female speaker. Whatsmore Rose's turf, the Rwandese parliament is the world's first female majority parliament in the world.

Of course it is not enough to have many women leaders, for weknow that not all women leaders advocate for women's rights. On the other hand, one cannot underscore enough the significance of having not only a female-majority in Parliament, but women also have a 36-percent presence in the country's ministerial cabinet positions. 

The challenge then for these women in power is to make sure that equality in terms of access to education, health and other resources are a reality for all Rwandese women.

I am afraid I do not believe the presence of women in parliament is particularly useful, not unless these women espouse some values loftier than what the wider society or their male counterparts would. Please see Charity Ngilu, Martha Karua, Sally Kosgei or Margaret JIA Wanjiru for just how poor female leaders can also be.

My thinking is that the quality of such leadership really depends on where these leaders are drawn from, c.f. Kilimo, Maathai and others drawn out of the Blessed Unrest.

That said, Rwanda, Tanzania and Uganda shame us, and we can establish empirically, see the Nordic states, that more women in parliament does imply a fairer society. Which comes first I am not sure.

There must be a continued grassroots movement in advocating for the rights of women-- bottom up--; to advocate for a change in societal attitudes/behavior like discriminating against women, wife beating, etc.
